Aatrox passive buff? reduced cooldown?

Honestly Aatroxx hasn't seen as much action as the other champion but the passive cool down reduced at levels like a skill is huge, i thought that if he is getting such a great buff is that going to affect zac? anivia? are they going to decrease the revive passive for them too? that would be huge honestly zac could initiate more often since his passive cool down is low as well anivia wouldn't have to worry too much either about going full ham and getting her combo off. If Aatrox gets the buff and the others don't why?
