Should people be allowed to ban new champions?

Since the release of Zoe I have watched as my friend and I have tried to play her in normals, but almost every game she is either banned by the enemy team or our own team. It was insane how stressful it was to even try the new champion in normals, and I believe that this needs to stop because it happens every time a new champion is released. People have their reasons for banning new champions, but so often it feels like people only ban them to deny others the chance of trying the new champ out, and if that's their only reason they shouldn't be allowed to ban them.

Already there are ways in which this could be fixed: Simply making it so no one can ban a new champion for a set amount of days after their release would allow at least one person each game to try the new champion. It also would allow everyone to experience the new champion and then decide if they are worth banning once the no-ban period has ended. This solution doesn't have to be applied to ranked as it makes sense why a new champion would be banned. Another possible way to fix this is to make it so that if someone has declared a champion you cannot ban that champion, but if the other team bans that still goes into effect. This would stop same team banning and flaming from occurring while offering everyone a fair chance to get the champion they want.

If there are other possible solutions feel free to offer them, I want to help make this game better and I feel that finding a solution to how a new champion can be banned will save a lot of people from feeling frustrated or angry, and it will stop other people who want to troll from doing just that.

The culture of blind pick is not ideal, as many times people will just insta-lock the new champion and then take them to whichever lane they are suppose to be in even if someone else calls that lane. It's not a good enough solution and it fosters toxicity among people.

Well if someone thinks a champion is "bullshit" (not my opinion), they have the right to ban said bullshit out of their games. That is the whole point of draft after all (to ban out champs you do not want to deal with). If anything, play blind pick.
