Refund Suggestion

I just thought of this suggestion for new players that join the game and refund three Sivir's in their first two days. At the end of each season you gain 1-3 refunds back. You could do it based on behavior in game. Maybe a player that has been good gets 3 and someone who constantly gets reported gets 1? It's just an idea and has it's flaws but can be really helpful as well.
