I am a top laner and almost always win lane and my question is when bot is losing lane when should I TP for a gank, and is getting both kills on bot and letting top tower get destroyed a good decision?

If possible, do so when the Enemy top is at a disadvantage and Enemy jungler is weak / dead. Keeping the tower is a very important because once Top pushes his lane, he can completely abandon it for team fights / ganks.
Simply put, if the enemy laner does not have tp, it's generally a sound idea to let your turret fall, because you can freeze the wave near your inner turret, and tp out if your team needs you, but he can't do the same, plus he has to farm deep in enemy territory. It's especially true if you won the lane, since if you can beat the guy in a 1v1, and he must go deep into your side of the map to farm, that's a long way to run.
If both of you run tp, the game is a bit different. That said, the importance of the turrets are (from lowest to highest) top t1 - bot t1 - top t2 - mid t1- bot t2- mid t2 top t3- mid t3- bot t3. (t1=outer, t2=inner, t3= inhib). If you are trading turrets, try to trade for a higher value one. Also note, that a t1 turret is worth 625+ 150 (for the destroying player) gold for the enemy team, while 2 kills worth 600 + 300 (assist pool) gold. This means that if you get a double kill for a turret, it's worth it gold wise. But since you got 2 enemy playes out of the picture for a while, you can get a turret as well (thus making it a really good trade from a barely worth it trade)
As for when to tp in, right after they engage your teammates would be the answer, especially if you can tp behind them (either to a minion or a ward).
