Camera lock used in Hotline Miami games

Hey there. I was wondering, is there a way to make the camera follow your mouse, just like in the Hotline Miami series? That camera mode would be even better than semi-locked one - but I have no idea if it's possible to create/enable it.

I'll wait for your opinions and thoughts for now, thanks in advance.

There is so much mouse movement in league that if the camera moved every time the mouse did, the game would be unplayable

That's possible, but on the other hand it'd be worth checking out. After all, HM is playable and you also need to use the mouse a lot. Thanks for replying, btw.
