He can't. The only benefit of Galios damage compared to other tanks is the range.

If Your not building AP, but are building plenty of MR, then your main damage source as Galio is going to be in his passive.

I've practiced Galio a while now, and found that he can easily get his passive off 2 or 3 times in a single combo, depending on how many people you can Nail with his AoE spells. you can pretty much engage with his E, passive, W, passive (Assuming you get 2+ people with ability), Q, passive (again if you get 2+ with Q)

You could probably Chunk out a glass cannon with that combo. Probably not 100-0, but at the end of the day, your still hurting.
