Fps bug... Is there a way I can fix this?

A few months ago I joined a match then my screen was kinda shaking and glitching and also my frames were dropping bad, then it was the same every match. I've reseted the windows then the game was a bit better, someday it repairded by itself but when i Join in combat the fps drop to 60 instead of 100+. (The reseted windows was 8 but i've changed it to 10). Is there way I can make my game be the same again?(With same i mean to work everywhere anytime on 100+ fps on medium-high grahpics. Even Nvidia tells me that the game Works with all graphics on High.
