Are there any buffs coming in for Kassadin from PBE? I played him now and his base damages and overall dmg output is atrocious...

he is late game monster, you know? i think he is fine. lcs still pick him, so everything is okay, you overreact
He's actually in a pretty decent spot right now, he takes some work getting used to him, and he actually has to scale instead of hitting 6 and being an instant teleporting deathball.
And no, no buffs or anything on PBE.
if he got his silence back but on his w (since it's melee) it would still be balanced, his damage is still ok tho
