BOOSTED ACCOUNT WITH PROOF

this account is clearly a boosted account and is still currently being boosted. this is not only in violation of the summoner code, it ruins the players games that deserfve to be in this elo. I tried extremely hard to climb my own account to platinum and this guy is who i get as a jg.
