GP in Season 7, do we need another Rework?

Okay, so I was a lowly gold three player in season 6, but the champ that got me there (with a 77% win rate) was Gangplank. I'd like to think I'm not complete trash at the game, and after playing GP a lot in both norms and ranked, I just don't feel like he's very viable anymore. His winrate sits around 50% for a reason, sometimes you get lucky. He doesn't scale as quickly as champions like yasuo and, despite having a very high skill ceiling, it has become quite difficult to solo carry without getting camped to insure a lead in the early game. Suggestions to deal with this, or ideas on tweaks to GP in order to keep him relevant without having to one shot an adc would be very appreciated, and I hope that Riot would take a look at this champion that dominated Top lane for such a long time during season 6.
