If he gets 1 kill, the game is over. He will snowball the top laner into oblivion, and then roam, get a few kills, finish black cleaver. Then the game is pretty much over.

And now, the classic garen combo:

1: q for insane burst and silence

2: e for insane damage over time and cc reduction

3: and if the enemy even TRIES to trade with you, just w and you will be fine.

With that said, there is counterplay to him. Usually a champion that can kite him, like a vayne or quinn top. But that's about it.

Q for insane burst and silence Insane burst is only true if you go full AD as the base damage sucks only the ratio is good 30/55/80/105/130 (+140% Attack Damage)
E for insane damage over time and cc reduction First of all Garen lost his CC reduction which was on his W in the rework. Then the E damage got nerfed unless you 1v1 someone and isn't the same damage until level 16.
If the enemy even TRIES to trade with you, just w and you will be fine. In teamfights Garen gets CC and peeling into the grown. Also even before the rework you couldn't 1v1 Garen cause he has an execute ult.
