Are there still any skins that has an slim impact in the game, or are there any more skins banned by RIOT.

Only banned in things like LCS play due to them having ever so slight advantages. Like Underworld TwistedFate use to have on his Wild Card toss because of how the cards spun making it seem like their hit box was smaller then it actually was. This has been fixed, and they are normalizing even more skins in such a way.

Skins that are light blue with effect tend to be harder to see animations on I geuss. I know I have a hard time seeing zombie Brand skills sometimes.

Blood Moon Yasuo makes it harder to tell if he has tornado up.

But most of them have been dealt with to some degree.

What about skins that nerf your champion? Like final boss veigar who is significantly bigger than Classic veigar and his other skins , and has much shittier auto attack animations.

I don't think they ever fixed Snow Day Ziggs on ARAM. Yeah, I know it's random game mode - but his spells, especially mines are nearly damn invisible.
