Ability casting after cc ends (after being stunned)

I've had a strange thing occurring. If you are in the know, please enlighten me. To the best of my knowledge, I have just begun experiencing this this past week. I thought it was a fluke at first, but it just happened to me twice in my last teamfight. I'll describe as best I can.

I am experiencing a previously casted spell going off after cc. The first instance was in my last fight as Shen. I was about to use taunt. I pressed it, but was stunned before it could go off. At the end of the stun, my taunt when off into empty space. I am 100% sure that I did not press the key again after the cc stopped. The second instance was only about 10 seconds later. I tried to exhaust someone, but as I pressed the key, I was stunned. The taunt didn't go off. (stunned) As soon as the cc ended I pathed toward him, and the exhaust went off.

It seems like our abilities are Que'ing up, and releasing after the cc clears. Is this a thing? I've haven't had this happen at all for years, but this week I've had it happen on 3 different champs. Shen, Ahri, and "can't remember"

This has been a thing for a long time, season 3 or 4 maybe?

But yeah, if you try to do anything and cant it goes off when you can do something. It only stores one thing at a time though so you can cancel the cast with a movement command, that is probably why you haven't experienced this before.
