Abandons in ranked games

Over the past games (sliver V) I have had to sit through games where people will abandon the moment it starts or the moment they die (10 minutes in usually). In the end when my team loses because of the unfair 4v5 scenario i am then punished with having my ip taken away. Please make it so that only the abandoned is punished or decrease the mmr loss. because these issues are very annoying and make me not want to quit ranked play or lol in general.
