Please give Warwick's W PASSIVE a cooldown

If he's against bots it's a free kill. If he's against players, they'll be warded, they'll know they're low and that he can come. It's their choice on whether they want to stay and tempt fate, potion up and playsafe, or go back. People act like divine things are happening to them that they can't control when these are all parameters you have a say in.
