The queue doesn't work does it?

I've just noticed that the normal draft queues truthfully don't work. I like to duo with my roommate, and I can't find a game anymore. It takes 20 minutes to find a match that more than rarely get cut off at 20 or gets remade. Is there a way around this stupid queue or is riot just letting the unranked's just get the bottom-of-the-barrel queues?
