Could the practice tool have an option to slow the game down by like 75%, 50%, etc?
This is a weird idea. I was watching a VOD of Faker and slowed the speed to 75% to track what they do. Practicing at a slower speed could help people to CS better?

I don't know if that would help you CS better. Generally slowing down things are used to analyze things, like the video you mentioned.
The best way to improve csing is to make towers invulnerable/lock level/ and try it over and over again at certain levels.
A way I did it was If I got 3 perfect waves I leveled up once. (You can speed up the wave by using the 30 second feature.)
My CSing improved in the real game by about 35 on average.
