Honestly if the enemy team has any magic champs on them it's basically game over if you play even decently. But like, nobody uses him. This guy can heal off of inhib turrets, he's p legit
not to mention his ultimate is just killer useful. Mid lane Galio VS mage often results and me getting healed more than wounded
because AP is just trash right now. He'll probably be stronger when the Mage update hits
Simply put, this is an AD heavy meta between the rise of AD assassins following the release of Duskblade, and the multiple marksman filling roles other than bot, and Galio thrives best in a meta where at least two or more damage dealers deal the majority of their damage as magic.
And with the multiple marksman meta, even Galio can't last too long without building heavy armor, as even with his ultimate taunting multiple marksman will see you dead very quickly. From the board consensus - which must be taken with a grain of salt of course - even Alistair popping his ult can be shred quickly in this meta under heavy fire if he doesn't counter-build.
Two main reasons why ppl don't play him as much.

ADC's are being played in 4 out of 5 positions regularly, and the whole game is focused around sieging and pushing turrets
galio excels vs AP and in teamfights around choke points, but sucks at sieging and is really mediocre vs AD. if mages and towers get buffed + baron and dragon become really, really important, galio might be ok

he doenst have enough natural armor to be able to build magic resist and use your passive effectively with out getting popped by that 1/2 adc crit auto attacks.
The reason why Galio isn't picked very often in solo queue is not only that he is a counterpick, but he is reliant on a supportive team comp. He relies on flash to initiate (get that insight mastery and distortion enchant, it will make you feel like flash + ult is always up when you need it), and if your primary engage has a hard time starting teamfights without simply making a pick, it won't work. The best times to pick Galio are rare, basically you need Brand for a lane opponent and Malphite top with Leona support while you are on last pick.
His ult can get interrupted by anything.
Even if the enemy team has no magic damage galio is a powerful beast. I'll keep my sleeper op to myself though and not add how op he is with stormraiders.
I don't think we're playing the same game here. I'm pretty sure Galio is that Sargeant guy from Street Fighter.
He'll probably be broken in the Mage update. His waveclear alone is amazing.
I use Gallio now, Im spewing hes changing, cant Gallio have a Twin brother instead? Reaosn why peiple dont use more variety in champs is, its hard to gain ip. taks ages to save up literally days palying 12 hr shots at a time to what gain close to 6k? Cmon Riot, we wouldnt give up on Champs so early if IP was more available
When we get full teams of AP, maybe like 
. It'll be Galio time to shine. But till then, don't see him making a come back anytime soon.

because he's boring
The thing about Galio is his passive confuses people and baits them into building unnecessary amounts of MR. This works if you're building Galio as a mage, but he's not as effective as a mage as he is a tank, so people lose with him building like that and then think he sucks and stop playing him. Ironically, you can completely skip the two items that synergize best with him for his tank build (Athene's and Abyssal). Galio is already insanely powerful with just RoA, Frozen Heart, and Spirit Visage.
I do get a lot of the points here. However, I certainly feel Galio is still viable. A lot of the downfalls are downfalls, yes, but remember that most champions have their counters: Galio has a few, of course, but this doesn't exclude his ability to rock it when he doesn't face them, which is still possible.
Which at the end of the day means that the question instead is: Why isn't Galio played more.. When he isn't countered? He has such a low play rate, much lower than the amount of matches that would destroy him.
A youtuber I really respect put galio in his "7 God Tier non-meta picks" list, so i'm happy.
His Mana costs are too high, his mobility is limited, he's heavily reduced in power against all AD/Majority AD teams (which is the current meta), and he requires way too much gold to be able to work as a top laner in the current meta in LCS levels of play.
He's an incredibly niche pick, that when the Mage Meta rolls around after the Mage Update, Galio may end up being the malphite of the patches following. Right now the meta just doesn't really favor Galio.
I really enjoy playing him even vs full AD team, but there are other champions less risky than him IF there are more AD in the enemy team... which is always its a shame, but if in ranked you see a Bran or Cassiopeia in mid is almost free elo
