Queue Dodge Calibration

I had time for one game tonight, got a troll in champ select so I decided to dodge. Was very sad that I would have to wait 15 minutes and not get to get a game in, but the dodge timer was only 5 minutes and some change.

Everyone always starts threads to complain about irritating things, I thought I'd start one and say thank you for not forcing me to choose between a massive cooldown period and a terribly un-fun game.

Perhaps it should work like the re-rolls do in ARAM games, where storing up goodwill by playing as a reputable person allows you to occasionally dodge. Seems to be working reasonably well as is, so no complaints and much appreciation.
