katarina with electrocute is worse as its on a per champion basis not a flat cool down, even if shes behind she can still 1v5 your team as long as she isn't the one who engages you

She's strong regardless of rune choice.

Leona is another problem she is like insanely tanky out the gate and just gets worse as the game goes on at no point before her 2nd item and lv 6 should she be able to tank 6+ turret shots and still walk away with 50% or more health
