AFK-Game breaker?

so me and my friend were talking about the future changes and we found that they have huge problems if they don't take count of afk. 1.the bailout gold is going to be ineffective for 8 minutes 2.the minion push advantage would be always on the team without afk wich would make 4 vs 5 more hard. im sure this is tought but we would like to know if Riot really tought about this?
