Why won't riot let us use ALL the champions in the practice tool

Why won't riot let us use ALL the champs in practice tool? Playing the game from lower lvls and earning BE is tough, leveling up takes ages if you are unlucky or don't play as much. So when you finally save enough BE and think of who to buy, you can't be sure if you'll actually like him/her if you've never played the champion before. So you wait and wait, but that one champion won't appear on the free rotation. So, letting us, poor people, try to play ALL champions on the practice tool would be really cool /o/ [slayer-pantheon-thumbs]

Behave yourself, get honour 3, and then you can get PBE access and screw around on all champs and even try out skins if that's your jam.

Otherwise, just be patient for free rotation.

this, the PBE will be VERY much worth your while. just note that although its good to just screw around or practice champ mechanics, its not the best place to legitimately improve. people there tend to be far more toxic (indirectly) and you'll be lucky all 10 players even decided to show up to their keyboards. and even when they do, they don't even seem much more different then a bots game with how they do things.

that's at least my experience with it.
