League's MMR system is broken

I keep winning in ranked but my mmr keeps lowering. Even with a 57 % winrate, I only gain 16 lp per win.

Yep Riot screwed it when they did the changes for positional Rank and then they tried to fix it but your MMR scores were based off of the positional and got munged.

They dont know how to fix it is what Iv come to and they are just going to wait til Season 10 and let it "fix" itself.

Your winrate means jack shit without information as to the teams you're winning and losing against.

I'm wining against plats and gold 1. I'm also a plat 4 with 16 lp.

Keep in mind that in the lowest division of a rank tier (ex: Plat4), many players will have MMRs that are slightly lower than the "boundary". However, the game gives you a break unless your MMR is significantly lower than the boundary and you are at 0 LP. However, that doesn't mean you will climb - and your LP and matchmaking suggests you're either barely at a play MMR or slightly below it.

My matches history and scores in each games are decent. I still don't know why I'm only getting 16 lp. Plus for some games I have the highest kda.

KDA does not matter. Put quite bluntly, if you think "hav[ing] the highest kda" is important at all, you aren't of the skill level that would indicate a mid or high plat MMR.

But let's ignore that - your performance is not what matters, whether the game is won or lost does. As I mentioned, your MMR is likely high Gold or possibly right on the borderline of Plat. The only reason you have not fallen down is because Riot has a system that it is extremely difficult to demote from one ranked tier to another (i.e. from Plat 4 to Gold 1) - you have to be at 0 LP, have an MMR that is significantly lower than the "border" between gold and plat (i.e. a mid gold or lower MMR), and lose a certain amount of games at 0 LP.
