Everytime this topic gets brought up its about how so and so doesnt wana listen to ragers over a mic, but yet when I played dota 2 for a year and a half, if that ever became a problem (which i HONESTLY can say was quite rare) you could just mute them...

This has been talked about already and it's very unlikely to ever happen. In solo queue, it will just be another avenue for SoloQ people to be toxic (they even did a test and it created more toxicity than it did teamwork.) and for duo/team queue, people already use an external software like Skype.

Would make tracking toxicity a bit harder, also if you had kids that played this game, around ages 11-13, would you really want them on a voice chat with a bunch of strangers?

A separate note, Lyte has gone on record on this subject stating that females are generally harassed a great deal by strangers on the internet and this would only increase that, also that it would kind of separate the players that have voice chat and the ones that don't, creating even more toxicity.
