well you see, they give you movementspeed but no other stats as a tradeoff. so if a champ with movespeed quints and one with AD quints rightclick eachother, guess who wins. but the one with movespeed quins might be able to decide when to rightclick.
They are entirely a utility stat, in a sense.
If you have a champion with extremely high base values and likes movement speed in general
, then I'd say they're pretty fricking good. If you have a champion that simply needs to stat check people
, then you may want to invest in combat stats instead.
They are very good on certain champions, specifically ones who are short-range bullies, but can't do much at longer range.
For example, Ryze (unsure about after the rework), who could use them to run up to someone and cage them faster than they could run away.
Movement speed is a utility stat, but not really a combat stat. Champions like Udyr and Volibear who have no dash or jump to close the gap greatly appreciate the sticking power the quints grant them. They can also afford to give up 6.8 AD or 14% AS because of their high base damage and steroids.
In short, you are slightly less effective in a fight, but you have more say in when the fights happen, and for how long they last.

Imo, they are good on junglers, particularly junglers who aren't good fighters early anyways and just want to farm to 6/gank. On an early fighter like Lee Sin or Rek'Sai, you may want AD quints instead. Hecarim also makes good use of MS quints, although I'm not sure if that's what other people are still running on him--I do anyways, since it gives him both ms and ad.
Depends on the champ. Mobile champs make more of them than non-mobile champs.
No they're not. They're not weak like in terms of effectiveness (like saying getting ad on glyphs). They're not used very often because there are more general ones like AD quints.
I would say getting them on junglers can be very useful, specially for ganking. Roaming champions/champions that do well when moving around the map could also benefit from these.
It's also a matter of personal choice.
No, especially those who have weak MS to start the game. I use them if I'm going support with Sona, as it really helps since she's so slow, and its not good to waste her E cause it burns mana. Champs like Zyra and basically any one can benefit, but make sure not to take all 3 Quints in MS, as you sacrifice a lot of AD or AP in turn of using that.
I've used 3 MS(+4.5%) quints for nearly a year. the movespeed is very very useful for support and jungle. other roles would be split pushing(riven, trundle, master yi).
Honestly, I think that if you get boots before your first completed item, you would want it. However, since I never get boots first for adc, I've changed it to AD runes.

I take them on Veigar, since mobility is his weakness and I can get enough AP to make up the difference. I think they're fine, as long as you use them in a way that is smart for the way you play.
