Adaptive Helm feels terrible to play against, and is targeted vs champs that are already bad

i feel that adaptive helm is a situational item then targets specific champions and negates non-meta champions damage significantly, making lacking champs feel even worse. Eve Q, Fiddle drain and crowstorm, Heimer tower damage, Karthus E , Kat Ult and Shunpo reset, Kayle E basic attack, Kennen ult , Lissandra Q , Malzahar E and R, Rumble flame thrower and ultimate, Taliyah Q, Teemo poison and shrooms, Velkoz ult, Viktor ult and E evolved , Xerath ultimate, Ziggs Q and E, Zyra plant damage, singed Q, Cas E. These champs aren't nuking solo Q in anyway, as i said it adaptive helm is targeted towards these bad champions making games even harder for them and feels shitty to play against.
