Dynamic q games shouldn't start without smite

As the title says, if Riot is going to make items only purchasable for people with smite, as well as specifically building many aspects of the jungle around smite, the game should not even start if no one in the lobby even takes it... Literally makes it impossible to win if you don't have smite on your team.
