Viewing other Player's Builds.

Have you ever versed someone who plays the same champion as you, and as an amazing build? I've done it before here I've encountered people where id want to see their build, but even if their on my Friends list, it isn't easy. I'm guessing Riot has good reasons for Naturally disabling the ability for viewing other builds, but I want to know if their can be a Toggle option, where some builds can be seen, others cant, or a Function where either all are blocked, or all are visible.

Please let me know your ideas on the Subject, or any flaws you may see with it.
