Triumph rune delay before healing
Why? Why does the triumph rune have a delay before the healing. It feels so clunky and I see no reason for it to have a delay. The delay just makes it really unreliable

For triumph specifically i think it's good. There are lots of times where in a duel one person dies literally a fraction of a second before the other (often with adc duels the dead adcs in air auto attack kills the other adc). Triumph miraculously saving them would be bad in my book - unnecessarily snowbally. It's basically like saying one canceled auto attack makes the difference between one adc getting a snowball started or the other. When it's that close winning is not skill, but luck (I'm sorry but no one knows damage that well to know they'd win a duel for certain when 1 in air auto would have killed them).
Further concerning bot Lane (or 2v2 skirmishes with the jungler in a solo Lane), triumph should be able to make a 2v2 fight in to a 2 for 0 instead of a 1 for 2 when you successfully get the first kill and heal your low health damage dealer to finish the second kill - but a delay is good again to ensure again that a really close fight isn't completely decided by a mastery and luck of an auto attack cancel or something.
Honestly I'd like to see triumph on a longer delay (like 3 seconds of no damage) so that it's more of a "i killed you and now i can take advantage of that" with possibly a larger health recovery, rather than as a "i got the first kill in a teamfight so now that tank you had to 3% is 6x healthier and you're basically in a 4v5 without a tank instead of an even fight".
I think triumph could heal up to 30% with sufficient delay (or increased delay on further damage) while in a low/no delay state it can't handle the 15% even and probably needs to go down to 10%. Let it ensure you can pressure the tower in Lane after a kill without fearing immediate death from the enemy jungler, or take Baron after any won teamfight - don't let it decide you win the whole fight just because you got the first kill.
Most of the runes seem to have a delay for some reason (Comet and aery have to get to the person for example). Not sure why we need a delay because pretty much nothing else was ever delayed in league.
