Never receiving hextech crates but getting keys?

I have 11 keys but since receiving these keys I haven't had a single crate. I haven't played for a while, do you have to _only _ pay for crates now?

the loot system has always been the same. you gotta earn the chest by getting an s on a champion in game. if you already got one for that champ then you can't get one for that specific champ again till next season.

If you or a party member gets S- or higher on a champ you own, you can get a crate that way. I wish I had your problem. I have boxes and no keys, but I don't want to pay for keys.

Just got an S- + an S before that but got 0 chests even though it says I can get one?

Did you already receive a box for getting an S on that champion earlier in the season? If so then you'll have to wait until next season before you can get a chest for the same champion. If not, then I would maybe send a support ticket as it could be a bug.
