Lissandra a upgraded version of Veigar?

Isn't Lissandra a better Veigar after Veigars nerfs? Her Q is similar to Veigars but she does offer a escape and 2 reliable stuns. Not sure why Veigar would get nerfed if Rioters didn't like his stun when Lissandra offers 2 stuns,her ultimate being aoe as well. I played a game against a Lissandra as Veigar and there was literally nothing I can do as she would R and then combo me down before I can even get my ult off. Just a thought on why she's left untouched while Veigar took a very heavy nerf.

veigar costs 1350ip, liss costs 6300, therefore liss is 6 times better

Veigar is an immobile mage with insane scaling into the late-game, punishes you for shitty positioning.

Lissandra forces shitty positioning or just generally makes a damn good meatshield and engage, who's also very capable of deleting your squishies or reserving CC for an enemy assassin Zed Katarina Akali

Because Lissandra didn't scale as hard as Veigar. She also has problems being a squish with her playstyle. She does not offer 2 stuns, she has an ulti single-target stun and a close range AoE root. Veigar's Q only hits 2 targets, Lissandra's is an AoE. Both have very different jobs.
