Lowering surrender time with dc

Hey so I was wondering if riot can lower the surrender time or get rid of the delay all together if there are more than 2 dcs I don't think playing a 5v3 is fun for either team and the surrender time just kinda gets in the way. I agree that there is nothing wrong with waiting 20mins but it's still a pain to wait that long when there is no point. Sometimes the early end could help fit an extra game is our schedule.
