The toxic Yasuo player needs to change, that is all
To make Toxic players change, you need to take away what makes them so toxic. Namely 'balance' Yasuo and any other champion that a toxic player flocks to. Champions who have went under the radar in 'proper' changes, like Anivia and Morganna in terms of powerful scaling which combined with effects like Morgana's high damage Q root combined with her DoT field lets her proc insane damage, PLUS she is ALSO part of the ZHONYA ultimate cheese bait club just like fiddlesticks, Heimdinger and Kennen who would run in or flash on top of a enemy team, ultimate and then zhonya and watch as everyone runs or gets high damaged nuked.
Anivia being the same where her Freezing bonus that applies a double damage on her enhanced ability attack which combined with her AoE stun, it having a fast projectile speed and she can do what morg does, stun/root a target and drop her damage field (Anivia's SPAM'able ultimate) and let enemies die horribly in that field of slow, which she can further screw you with by placing a wall to deny you escape, deny her being chased or even deny you escaping her ultimate and dying even quicker from it's slowly increasing wind up size. Not to mention her 'rebirth' 'passive' is the final cherry on top that can make catching her out of position in a team fight alot less punishable for her since she can just revive herself while the team mates smash any enemies that try to jump her. OH plus she can use that same rebirth passive to run under one of her towers, even if she dies to a poke or dive attempt she just can easily get right back up and screw with you some more, since you have to go thru another hp bar and likely already took the 2nd turret shot so you're going to die in the end, likely before you break Anivia's Egg.
Very least once toxic players don't have champions to be toxic about, it will at least reduce the splooge pool of it even if its a bit and likely they might just be toxic about the meta and end up attracting Riot's attention in the process. ))
