Zoe buff? Really?

This is my first time commenting on a champion, and I am doing it because Zoe has gotten out of hand. She almost one shotted me at level 5, with one item - Lost Chapter, and I was lv 6. I quote directly, "Zoe's been in a rough spot for a while—particularly at average skill levels—due to the nerfs we made a while back when addressing the frustration of playing against her. At that time, we said Zoe should deal less damage when she doesn't land her skillshots. So we're buffing her skillshots this patch." You may be right, Riot, but even if she lands her skill shots (and that it's "hard" for her to do so), she should not be able to deal as much damage as she is currently.

BTW, how hard is it for a Zoe player, and I am referring to any Zoe player - not a pro mid laner or streamer, to land her Q ability (insane range) on someone who is asleep from her E ability (insane range, too)?????

Statiscally, she has some of the lowest win rates across the elos until diamond and master, so pretty hard apparently.

Akali, Irelia and Yasuo all have the highest banrate in plat+ Yet they they winrates below 50%

Do you think they ban them because their winrates are low so they must be weak?

Thinking they are strong and them actually being strong are too vastly different things, also they get banned if they have mechanics people don't like.
