Everyone Should Work There Way Up from B5?

So lately i've been trying to get out of silver but there has been a few bumps on the road. I just recently played a game with a duo which consisted of a teemo "support" and a sion top. I couldn't dodge because I was in promos. The teemo asked nicely if he could go teemo bot because he didn't know how to support.... I felt bad because i already knew he recently hit 30. We went up against a jinx/blitz bot and he would never hide behind minions and try to fight blitz almost melee range. It got to the point where i had to ping him where to stand. I didn't mind it at first but once he said that AD teemo was stronger than AP teemo, i started getting frustrated. He rushed a bork and didn't even use his trinket once in lane. I said teemo, no offense but you're pretty bad, do more normals before doing ranked and he said "I'm not bad, i'm silver 5". His duo was a nice kid that even said they shouldn't have duo because he feels like he didn't even know how to play half the champs he had. I'm honestly tired of seeing all these people that have no idea what there doing in silver. A friend of mine who honestly is really bad at the game went like 2-8 in promos and got silver 5. Why can't it be to where you start off at b5 and work your way up. That way all the ugly shit from bronze stays in bronze. I can imagine this being a big pain for the pro's that are like in Diamond+, but i feel like its one of the only ways to really fix up this mmr system.
