What is with this Provisional System?

My boyfriend was at Silver IV last season. This season, he went 7-3 in his promos. He got Bronze I.

One of my friends was at Gold II. This season, he went 4-6. He got Silver I.

A friend of an acquaintance was at Silver III. This season, he went 10-0. He got Plat III.

Finally, my step brother was at Silver III. This season he went 7-3. He got Silver IV.

Can someone explain this?

Why the heck is it so messed up?

who knows there are many people annoyed with this "new and improved" system why i say is its a load of crap
