Can we get buffs for forgotten Champs? (Ashe)

I feel the amount of new champions is nice, However some champions are so bad comparatively that they are considered troll.

I'm going to use Ashe as an example. As far as abilities go her only volley deals damage (And scales with AD) The rest are great for utility but very lacking for anything else.
Her passive crit chance is nice, however most people seem to believe that it promotes not attacking.
It seems tough to be able to trade well given these circumstances.

Now I have seen/been in games where Ashe does well, carries and such, but whenever I try and select her I get ridiculed. (I happen to enjoy archery and there are only two archers, Varus' ult does not feel the point of being a bowmen. -though the rest of his kit is amazing-) It seems like even Marksmen from when I started (Of which even Caitlyn was the first) Still out shine Ashe in every manner. Ez, Corki, ect.
