You do not get 400 RP at level 3 anymore. This has been replaced with a Premium Hextech Chest at level 5. It will contain an Ashe and Garen shard, either Sherwood Ashe or Sanguine Garen shard, and enough essence to craft them.

They don't give out free RP anymore as far as I know. You get IP boost or something instead.

Wouldn't this be a pretty clear time to email player support?

I really don't mean to be rude, but that does feel pretty obvious to me at least. Then again, I suppose I have more experience with player support and thus consider it far quicker than others do.

Just send a ticket to them explaining the situation (attach appropriate screenshots if possible), and they should be able to sort it all out within a couple days.

Edit: I see now that this has been changed to a free chest (sorry I haven't leveled an account in ~4 years). I guess just check for that. It does seem rather disappointing compared to the RP though imo. RNG is not to my taste.
