nemisis draft bugged?

just went to do a nemesis draft and when it was my turn to pick i grabbed Skarner and the person that was picking at the same time didn't pick a champion.

now i have a 15 minute wait timer for "failing to pick a champion". Anyone else having this issue? Hoping this doesn't happen to me again already annoyed that i missed out on playing the last game.
