Is Devourer affected by AP?

I was wondering if the magic damage provided by items like devourer, guinsoo's rageblade, or statikk shiv are affected by ability power you get from items like rab dcap and void staff?

typical gameplay & bronze question.

The answer is no, they're not.

No. They don't scale with AP. If you would like an example of an item that does scale with AP, look at the passive for Nashor's Tooth. Guinsoos just gives your character stats which will affect your abilities, your basic attacks and your attack speed. Devourer's does on-hit magic damage (60 if sated) and you get the phantom attack. Since it's dealing magic damage, any magic penetration you have will assist in getting that damage through resistances.

With respect to void staff, the Devourer's would benefit from the MPen, but not the AP. It's usually not worth it to get a void staff on most champions who go the devourer route (some exceptions).

Edit: I forgot. At max stacks (8), Guinsoo's passive Guinsoo's Rage kicks in. It deals on-hit magic damage based on your AD and AP. I think it's 7.5% of your AP on hit and 15%(?) for AD. So there's a very small increase on that damage if you have AP from other items.
