Smurf or not, this is the most BS matchmaking ever

Putting this here because I consider it matchmaking balance.

Long story short, most of my queues are around 10 minutes. I'm playing with other smurfs, and I expect that. I queued with a friend and his friends. My friend is platinum MMR and everyone else is bronze. Sure, I expect to be playing against all 30s. What I don't expect is playing against 3 diamond players at level 18. Now, on my main I play with high MMR players all the time. But it's freaking impossible when you have no masteries or runes. Really, I don't care if I'm a smurf; I don't want to be playing against people with free stats that I don't have access to.

Edit: The game before that I queued solo and was the only person in the game without a rune page. Everyone with either upper 20s if not 30 (with a decent rank).
