New Lissandra's passive:
First Lissandra's ability deals 10-30% (rising with lvl) more damage for rooted/stunned enemies by her (W,R).
Cooldown - 3 sec.
Q mana cost - 50/55/60/70/80
50% of mana cost is refunded for ability wchich hits marked enemy.

i mean, it would restrict her even more to the same combo. also, on lane, she pretty much only can poke with her Q. giving her no way to keep up her mana without going all in wouldn't be a good idea.
