Game Mode for Practicing New Champions

Desire: I want to play new champions in a somewhat competitive fashion so Bots won't work

Problem: Normals are nice but too often I run into players that are playing mains/1-tricks and the game quickly becomes not fun

Solution: New "Normal" Game Mode where you can't play champions you have Mastery 5+

Reason: Everyone will be playing new(ish) champions and it will be fun!

I feel like "new champion" status stops long before rank 5.
