Wouldn't it be nice if hail of blades had a longer cd but had a reset mechanic?

Do you want Taric+Yi to be meta again? Cuz this is how you make Taric+Yi meta again. It's already still being played in high elo.

I made this discussion because hail of blades is alright right now but the concept has the potential to be something so much cooler or more viable compared to other runes. The use for it seems very niche and doesn't seem to be able to be utilized to its full ability unless you just go full ad.
