AFK players

I feel like RIOT is not doing enough to protect other players from getting afk players in ranked. Some go afk because they feed, others is because they want to teach a lesson to toxic players... eighter way i don't get why those players are not ban. I get so many and yet only 10% of the reports goes through... To prevent the ones going AFK to teach a lesson to only one person and making the other 3 get punish from that, why isn't there a LP refund after RIOT see's the game was lost because of a ragequitter...
