It looks as though they've revoked that Rakan change and now has only a .5 second window at the start where he can't use flash or W.
Rakan is already gutted man, the PBE changes are needed so he can be buffed back.
If nothing like what they are doing changes, he would remain on his trash state forever
But Nauts passive is accelerated by 5 levels and his Q is stronger? So... y'know, no they're not?
Rakan is being trimmed of an abusable combo because pros can reliably pull it off and MSI is looming. These changes brings down the pick/ban rate of Rakan and opens up Support picks while also decreasing the value of locking in Xayah in the event one team DOES get Rakan
Given that Rakan won 2 worlds in a row, I'd say he's probably on the very strong end of things very consistently.
