So. When's something going to be done about it? It's bad enough you can't have defensive runes and get nuked no matter if you build defensive, why such a stat you can't mitigate?

Health mitigates true damage.
True damage is not amplified by damage modifiers in the Runes anyway.
True damage is a rather static damage type with very little scaling across the board save for a few instances (such as on certain carry champs, level scaling only etc), it's mostly just there to make balancing easier I'd think.
This isn't to say there aren't champs who are not supposed to have high true damage but Riot gives them that anyway, but I wouldn't say the fault of true damage is the very notion of itself.
