TFT Shop problem

Well the gamemode is awesome, but its really frustrating to play with this shop the in game shop is more RNG then Random generator.org in future update of this mode make the shop a bit more consistent i could Reroll 25 times and still not get a 1 out of 4 champs that i want it gives me random bull that i dont even need and it repeats in one instence i had brand in the shop for the 5th time i reroll it and it just stayed there in the middle like it didnt reroll at all

See what I don't understand, is that I can have no consistency in the shop [ex: I'll buy-out first roll, second roll is completely different champs, same for third roll], but another person gets two silvers by their second roll and a gold after the first wheel. I try to buy whoever shows up most just to stay relevant but it doesn't work. I have to pray I get lucky the next game just to get to top 4. I don't know how to get by this, open to suggestions and tips.
