Does Rioters even think? Leona nerfs i mean her "buff"

So after Leona recent nerf, sorry i meant changes she is very underwhelming but seriously who on riot play test team thought these change was a good idea. Leona is a tank with average base damage other than her ult non of her spell base damage even com close to 300 and they taught it was a good idea to nerf all of her spells base damage on a champion that very very very builds ap because all her spells scale with ap and her ap raio with the exception of her ult has shit ratio........really who taught it was a good idea to nerf all the damage on a ap tank that never builds ap in the first place
