Unlocking Runes

Honestly how runes are set up to be unlocked is kind of astonishing level 11 you are given the ability to make a new rune page. But after your given this and you try to make a new rune page you are locked to basically the basic template of runes that you already have. To add on top of this you can only change one side of the tree and not the secondary tree. This is quite idiotic to me why not give the player the ability to edit and change rune pages all at once instead of 4 levels apart or even longer. I stumbled upon this issue while trying to teach my friend who is new to league about runes as he just turned level 11 to find out he's basically locked out of most of the runes that are needed for the champion that he plays.

TL:DR Unlocking Runes are very absurd I think you should just be given access to change runes at one level (to anything you want to try/or need) the spread of levels to unlock all the runes is dumb.
